Space Congress

The Space Congress will take place from November 3 to 7 in Nicosia, Cyprus. It will run parallel to the COSPAR International Symposium, where the world's space scientists, the commercial space industry, and other organizations like Comic-Con will gather. The symposium will feature academic papers, talks, and a proper scientific symposium.

# Parallel Creative Science Fiction Art Festival Our job will be to organize a parallel creative science fiction art festival, akin to a fringe festival, which we can call the Space Congress. This festival will occur across Nicosia and other locations in Cyprus. It will be a formal partnership with the Cyprus Space Agency, run by George Danos, and supported by Invest Cyprus, the Mayor of Nicosia, and other partnerships.

# Global Federated Event The Space Congress will not simply be an arts and cultural festival in Nicosia; it will be a global federated or decentralized event connecting 42 locations worldwide to Nicosia. Essentially, it will be a global space parliament that engages a diverse global audience in the topics presented and discussed. It will function as a constitutional convention around the future of humanity, viewed from the perspective of the future and from space.

# Exploring Future Governance The topic is the future state, which is why we are teaming up with the Future State Research Institute and Statecraft. We aim to explore how the various challenges humanity faces in the 21st century can be better addressed by improved governance structures. We will use the example of space governance and space law, employing methods like citizen assemblies and performative science. Science fiction will be used to explore potential futures, and citizen assemblies will deliberate the desirability of various scenarios from moral, cultural, and ethical standpoints. Expert panels will advise on the accuracy of the science being proposed and discussed, as well as the predictions and expectations of how that science will develop in the future.

# Federated Deliberative Platform The Space Congress will use a federated deliberative platform constructed together with Statecraft and other partners from the network state ecosystem, the collective intelligence ecosystem, the Fediverse, and the Open Access Publishing from a science perspective initiative. This platform will integrate academic work and developments in space science with input from the creative industries, including artists, theatre, musicians, poets, and science fiction writers. The result will be a decentralized interactive theatre piece called the Space Congress, where we imagine a future parliament and a future constitution for a federation of planets.

# Adoption of a Constitution The Space Congress will propose a constitution and legally adopt it during the event from November 3-7, with full deliberation from the whole planet and the space scientists attending.
