JerryMangling is guided not by whims of power, but by a public set of principles. These are the rules that humans agree upon before the AI panel gets to work drawing lines. If the outcomes look strange, the solution is not to complain about the lines, but to rewrite the principles.

# Core Principles - Population Balance Each Assembly must represent approximately the same number of people. Deviations of more than 5% require explicit justification. - Ecological Integrity Wherever possible, Assemblies follow natural boundaries: watersheds, coastlines, forest edges, mountain ridges. People live in ecosystems — Assemblies should too. - Cultural Continuity Assemblies should respect historic, linguistic, and cultural communities. Ancient ties are not to be split lightly. - Administrative Coherence When it reduces confusion, Assemblies align with existing municipal or regional boundaries — but never at the cost of fairness. - Compactness and Clarity Districts should look like someone meant them, not like a dragon sneezed ink on a map. No winding snake-like boundaries without ecological or cultural reason. - Accessibility Every citizen should be able to travel to their Assembly’s capital or meeting hub within a reasonable time (e.g., one day’s journey). - Transparency The rules used to draw Assemblies must be published openly. Anyone can see how and why their Assembly is defined. - Non-Partisanship The process must not consider political party outcomes, electoral advantage, or incumbent protection. Assemblies belong to citizens, not parties.
